PREFACE FOR BLUE NILE MONGRAPH ONE
This Monograph is a polemic about the fight against malaria in Africa. It was written in anger and some bitterness, after a frustrating year with the US Presidential Malaria Initiative (PMI) in Angola. But don’t assume that my passion means that I know how to control malaria in Africa, despite 45 years of experience there, which you can review in my resume.
If I knew the answers, I never would have resigned in 2006 from the PMI. I would have stayed on, and tried to expand a successful strategy to all of Africa. But because we did not have anything even approaching a successful strategy, I want instead to tell you what I saw that was wrong with the PMI, and with all the other disjointed actions against malaria throughout the continent, especially those of UN agencies.
Maybe if you can see the problem, you can help us start on a new path. I write this complaint, with some suggestions - because it is urgent that we find a way right now to creatively channel the current global good will and enthusiasm for malaria control.

The author of these Monographs, Dr. William R. Jobin, has worked for the US Public Health Service, the World Bank, the World Health Organization, the UN, and USAID as a public health engineer and aquatic ecologist in Africa, the Americas, Arabia and parts of Asia, since 1961 when he started with the US Centers for Disease Control in Puerto Rico. He has also conducted field surveys on rivers and harbors in the USA for the state of Massachusetts, and in the state of Colorado.
Jobin helped establish the Blue Nile Health Project in 1978 to attack malaria and other parasitic diseases in central Sudan. In 1984 he formed Blue Nile Associates, global consultants on health and environmental impacts of large dams, irrigation systems and energy projects in the tropics.
